We're going to head down the regulatory highway, and provide a definition for some pretty basic terms in telecommunications. Today, the word is Local Exchange Carrier (LEC). Paul gives you not only a definition, but also gives you a bit of a historical perspective and sets the stage for talking about ILECs and CLECs in the days to come.
